Orange Category
Moderate pollution potential — consent required, lighter monitoring than Red.
Green / White Category
Low-pollution processing or blending units — simplified consent process.
- Environmental Clearance (EC) required for notified project categories
- PESO licence for storage/handling of petroleum, explosives or compressed gas
- Hazardous & Other Waste Rules govern generation, storage and disposal
- Factories Act compliance for worker safety, administered at state level

State-Level Compliance
Maharashtra Pollution Control Board (MPCB), Directorate of Industrial Safety & Health (DISH)
- MPCB issues Consent to Establish (CTE) before construction and Consent to Operate (CTO) before commissioning
- DISH Maharashtra issues the Factory Licence under the Factories Act
- Fire NOC from the Maharashtra Fire Prevention & Life Safety directorate
- MIDC coordination for industrial land allotment and layout approval where the unit sits in an MIDC zone
- Periodic MPCB inspection and self-monitoring reports for ongoing units
